This report assesses the ability of the California ZEV registration fee to provide adequate funding, how the registration fees affect ZEV sales in California, and alternative funding mechanisms. The author finds that the ZEV registration fee is not a sustainable mechanism to provide adequate funding, and find that a ZEV exclusive road user charge is the most promising alternative to the ZEV registration fee.
