Plug-in hybrid electric vehicles (PHEVs) remain an important technology in the electrification of passenger
transportation as both a transitional and an enabling technology that can accelerate EV adoption. This policy brief explores the current conditions of the PHEV market and the role this technology can play in the move towards higher levels of EV adoption. The brief argues that PHEVs can play an important role in increasing electric vehicle miles traveled and that policy should be geared towards stronger support for long-range PHEVs and all electric vehicles. The brief touches on consumer outreach in several countries to highlight a preference for PHEVs over all electric vehicles and the need for continued education and outreach efforts at the dealership level of their benefits and the importance of charging the vehicles.
