California cities including San Jose continue to lead in terms of EV uptake followed by Portland and Seattle. The average share of EVs relative to total passenger vehicles in these cities was 1.7 percent higher than other metro areas. Cities offering a comprehensive policy package have also seen expanded vehicle offerings and accelerated local markets. Policy actions like consumer incentives remain central to the market growth in most of the metro areas with the highest uptake.
